The case called "Rest in Peace" begins at St. Botolph's Cemetery - the western part of the map (Reed Heights area, near Wayne Road). This is one of the additional tasks in a Sinking City. You can take a side investigation at any time during the game.
You have to find a person on the island at the pier (in the northeastern part of the island) who will ask you for help. Go to the cemetery and go in the direction of the marker. Next to the grave you will find a man's body lying on the road.
Inspect it (monsters will attack you at this moment). Activate Mind's Eye and follow the spirits' instructions until you reach the next grave. Inspect the grave, tombstone, and coffin - note the claw marks on the top of the coffin on the wall.
Continue walking to the part of the cemetery between the marker and the pier where the customer stands.
